That's a very small picture.

But it does show one piece you ARE in fact missing, so it's not the proper solution. Hence, rejected. You need all pieces.

yeah, measuring from the "?" as (0,0) your solution misses the piece at (3,3)

here's an alternate solution that proves the hint statement wrong of there being one solution aka "the solution"

I'd hope that most of the puzzles in the game would actually check the conditions set in the rules and not just the user's input on being the same as some specific solution(s) the developers set.
