For PC games, that would be paused and minimized. I wouldn't leave a game running paused and the active program in fullscreen for hours unless I was otherwise distracted by something and forgot. However, I have frequently Alt-Tabbed to another application (like Firefox, to read these forums) and left the game running in the background for a long time. So my power settings do turn my monitor off after a time.
Come to think of it, I don't know if the video card is constantly thinking about programs that are minimized. Also, I run most games in windowed mode if possible so I don't think that would prevent my power settings from turning the monitor off.
Basically, leaving games running paused forever, yes I do that. Leaving a TV or monitor on forever for a pause screen to cause potential burn-in, no I don't do that.
