Okay, how about a compromise?
After seeing the latest Scooby-Doo! Mystery Incorporated episode with the Hex Girls, I am now convinced that a Hex Girls video game would work quite well.
Mystery Incorporated is darker and edgier, more serious, but it still doesn't forget its roots by adding a lot of silliness. However, using the gang itself would probably be a bit too much, and there are a lot of side characters you could work with, like Marcy "Hot Dog Water" Fleach or sheriff Sheriff Bronson Stone, perhaps even the original Mystery Incorporated, but in my opinion the Hex Girls would work extremely well.
The Hex Girls, throughout Scooby-Doo history, have been very popular, both in-universe as well as in real life. They're an eco-goth band, and therefore tour around the world, not just spreading their music but also their message (sometimes). One would imagine they would therefore have enemies, and this being set in the Scooby-Doo universe, it wouldn't be surprising if some actually enacted their revenge.
It would mostly play as a regular crime series, where the Hex Girls, not wanting to wait for the police to find out who has been sabotaging their stage (as they won't stay in each town for more than a week, due to touring schedules), try to figure out who's been trying to kill them before their next gig. It would mostly be a cast of new characters, with perhaps one or two cameos from the Scooby-Doo serial, for example, Red Herring or Flim-Flam. I don't think Mystery Incorporated itself should be featured, as they would overshadow the Hex Girls.
Despite this series being mostly a crime series, though, their entire adventure could have something supernatural to it. They aren't called Hex Girls for nothing.
Using the Hex Girls would also add another layer of Telltale throwback, as it would not just add some more humorous and / or silly stuff in it, but also add the musical sequences that we haven't seen since the second Sam & Max series.
Also, holy crap they're cute when they aren't wearing their stage costumes.
