Maybe, but that doesn't mean that sales of the consoles wouldn't plummet. Because they would.
I know I usually say that "People are idiots" (seriously, it's like my family motto by this point), but I have to admit they're smart enough to know that not being able to have pre-owned games on a system will mean that they're extremely limited in the number of games they can afford, especially with prices as high as they are for big-name titles (Battlefield and Call of Duty have gone from the standard £30 on launch in the UK to around £40
for no adequate reason) and given the current economic situation (we're on the brink of another recession in Europe, and don't think that won't affect the rest of the world!).
Blocking out old games may be good for publishers, but ultimately it just punishes the consumer. Most of us will just decide the high prices aren't worth it and will stick with our current consoles rather than going with one that costs an absolute
fortune. Plus, there's also borrowing/renting games - this'll pretty much cripple people and companies (Gamefly, etc) who do that.
There's a lot of factors to consider in this, and ultimately while it may sound like a good idea on paper, I really doubt it'll ever happen. If it does, expect it to be a very unpopular move and the console not to sell well. It's pretty much as JedExodus says - you won't get all three major consoles to do it, because if two don't allow pre-owned games and one does, the one that does WILL sell more. Lots more.
