Look at the post date. Anyone that buys the game after April 26th direct from Telltale doesn't need a key, just log into your TTG account and look at your past purchases. You should be able to download it from there.
the Steam Keys were for people that pre-ordered from TTG direct and TTG had a server issue that delayed their release. Since the problem took significantly longer than they anticipated and they weren't sure when things would be fixed, they negotiated something with Valve-Steam.
TTG didn't give away steam keys. They sent them out to customers that they didn't want to disappoint.
As I have said in the past, I fully expect to not receive a steam key for episode 2 (barring a repeat of the server issue). But that is because I pre-ordered through TTG and not steam. For those that have installed the steam client and have to transition to the TTG version, don't worry about your saved game progress. Both clients save to and use the same location for that.
