I play the game on my iPad 3. There were no problems at all. But when I went to purchase the Ep 2-5 pack for $14.99, I get the message;

"Unable to complete purchase: this account cannot currently make payments"

How do I fix this problem?

You can fix the problem by not purchasing it at all since they will just be taking your money for a game that doesn't work and will only give you hours of headache while they completely ignore you as you ask for support.

Please navigate to your Settings menu, select the General tab, find 'Restrictions', select that, and then scroll down to allowed content and make sure 'In-app purchases' is turned on.
