I have beaten 2 of those evil poppers, but I can't seem to figure out how to save Sybil from the seductive spell of *eech* sexy Peepers! Please help me!

You need to expose his true form. More specifically, remember how you exposed Stinky's true form. Talk to some characters to get the information you need (you may need to do a puzzle too, though).
Total spoiler: You need to use Peepers' true name. Tiny Timmy knows all about the Soda Poppers, but you need to keep him from getting bleeped out by switching out the list of forbidden words (with hilarious consequences later on).

Do you mean I have to change the list of curse words, which is located in Hugh Bliss's cubicle, before I go back to the surface to catch the Soda Poppers?
